 HISTORICAL DEVELOPMENT

  • Lakshmibai National Institute of Physical Education (LNIPE), Gwalior was established by the Ministry of Education & Culture, Government of India as Lakshmibai College of Physical Education (LCPE) in August 1957, the centenary year of the War of Independence under the able leadership of Padma Shri Dr. P.M. Joseph. It is located at Gwalior, where Rani Lakshmibai of Jhansi, a valiant heroine of the war, had laid down her life during the First Freedom Struggle in 1857.

  • The Institute started as an affiliated college of Vikram University, Ujjain and then came into the fold of Jiwaji University, Gwalior in 1964. The Institute was given a status of national importance, and hence it was renamed Lakshmibai National College of Physical Education (LNCPE) in1973. In recognition of its unique services and character and to facilitate its further growth, the college was conferred the status of an „Autonomous College‟ of Jiwaji University, Gwalior in 1982.

  • In further recognition of the unique educational services rendered by the Institute in the field of Physical Education, Sports and Research, the Govt. of India, Ministry of Human Resource Development conferred the status of a “Deemed to be University” in September 1995 under Section 3 of U.G.C. Act, 1956. Hence, the Institute was again renamed as Lakshmibai National Institute of Physical Education (LNIPE). The Institute is the only “Deemed to be University” in the field of Physical Education in India and enjoys a unique place of its kind in South East Asia.

  • The main purpose of establishing this Institute was to upgrade the status of Physical Education by producing quality teachers and leaders through graduate and post-graduate courses. For the first time in the country, three years’ Bachelor of Physical Education (BPE) was started in 1957 and two years’ Master of Physical Education (MPE) in 1963. In 1980, the then college reached yet another milestone and became the first Institution in India to have offered a one-year programme of Master of Philosophy (M.Phil.) in Physical Education. The Institute also admits candidates for Ph.D. programmes on a regular basis. Students are also admitted for various Certificate/Diploma/PG Diploma courses in different disciplines of Physical Education and Sports.

  • The duration of the Bachelor of Physical Education (B.P.E.) course was initially of three years. To bring it at par with other professional degree courses, as also to match the international standards, the duration of the course was extended to four years and the course was renamed as Bachelor of Physical Education (B.P.Ed. 4-year Integrated). The National Council of Teacher Education (NCTE) has accorded recognition to this course. The 4-semester M.P.Ed. Degree Course also has recognition from the NCTE.

  • The Institute has established the North East Regional Center at Guwahati (Assam) from the academic session 2009-10 with the approval of Government of India. The Center offers B.P.Ed., M.P.Ed. and Ph.D. course.

  • The Institute has been certified to the parameters of Integrated Management System (IMS) comprising of ISO 9001 (Quality Management System), ISO 14001 (Environmental Management System) and OHSAS 18001 (Occupational Health and Safety).

 OBJECTIVE OF THE INSTITUTE

  • To prepare highly qualified leaders/teachers in the field of Physical Education, Sports/Games and other inter-disciplinary subjects.

  • To serve as a center of excellence and innovations in Physical Education and to undertake, promote and disseminate research and also publish literature in this field.

  • To provide professional and academic leadership to other institutions in the field of Physical Education.

  • To provide vocational guidance, counselling, consultancy and placement services.

  • To promote mass participation in Physical Education and Sports.

  • To undertake extension programmes and outreach activities to contribute in the development of society.

  • To develop and promote programme of Physical Education and sports/ games in educational institutions and other organisations.

  • To act as a Nodal Agency/Resource Center in mentoring and guiding various Government and Non-Government Institutes/Agencies of Physical Education, Sports and Fitness.

  • To provide for instruction and training in such branches of learning as it may deem fit.

  • To do all such other acts and things as may be necessary or desirable to further the objectives of the Institute.

LAUNCHING OF ACADEMIC PROGRAMMES

The National Council of Teacher Education (NCTE) Western Regional Centre, Bhopal vide their Order No. WRC/5-6/6/90/2006/C-5370 dated 26th December 2006 accorded recognition to this course. The 2-years M.P.Ed. Degree Course also has recognition from the NCTE, Western Regional Centre, Bhopal vide their Order No. WRC/2-32/APWO 1960/214009/77/2005/7426 dated 16.9.2005

 REVIEW OF THE INSTITUTE

The University Grants Commission made Review of the Institute through its duly constituted Committee on 13th and 14th Oct, 2009.  The Institute was also inspected by the Government of India in the 2009 and a formal reply to the observations has been sent to UGC.

 NAAC ACCREDITATION

The Institute has been Accredited with a CGPA of 3.79 on a seven point scale at A++ Grade by National Assessment and Accreditation Council (NAAC).

 ISO CERTIFICATION

 The Institute has been certified to the parameters of ISO 9001:2008, ISO 14001:2004 and ISO 18001:2007 by M/s UKAS Quality Management on 28.8.2015, which is valid for a period of 3 years.

GOVERNING SYSTEM

Lakshmibai National Institute of Physical Education is a Society registered under Madhya Pradesh Society Registration Act 1973. Accordingly, the Institute is governed by the Memorandum of Association (MOA).

 

AUTHORITIES OF THE INSTITUTE

PRESIDENT

The Union Minister for Youth Affairs and Sports, by virtue of his office, is the President of the Institute and when present, presides over the Convocations of the Institute.

BOARD OF MANAGEMENT (BOM)

The Board of Management is the principal organ of management and principal executive body of the Institute. The Secretary (Sports), Ministry of Youth Affairs and Sports is the Chairman and Registrar is the Secretary of the Board. Click for composition of the Board.

ACADEMIC COUNCIL

The Academic Council is the Principal Academic Body of the Institute and is responsible for the maintenance of standards of education, teaching and training, inter-departmental coordination, research, examinations and tests.   The Vice-Chancellor is the Chairman and Registrar is the Secretary of the Council .

FINANCE COMMITTEE

The Finance Committee considers annual accounts and financial estimates of the Institute.  It also considers annual budget and revised estimates to the Board of Management.  The Vice-Chancellor is the Chairman and Finance Officer is the Secretary of the Committee.

PLANNING AND MONITORING BOARD

The Planning and Monitoring Board is the principal planning body of the Institute and is responsible for the monitoring of the development programmes of the Institute. The Vice-Chancellor is the Chairman and Registrar is the Secretary of the Board.

BOARD OF STUDIES

There is a Board of Studies for each Department of the Institute which meets at least two to three times in an academic session to review & deliberate departmental syllabus/curriculum, examination schemes, question paper making & evaluation standards etc. which are then discussed & deliberated at the Academic Council Meeting before being approved by the Board of Management.

OFFICERS OF THE INSTITUTE

VICE CHANCELLOR

The Vice-Chancellor is the Principal Executive Officer of the Institute and exercises general supervision and control over the affairs of the Institute.  He is responsible for the implementation of the decisions of all the authorities of the Institute.  He is the member of the Board of Management and ex-officio Chairman of the Academic Council, the Finance Committee, the Planning and Monitoring Board and Selection Committee.  He is appointed by the President of the Society and holds office for a term of five years.

REGISTRAR

The Registrar is a whole time salaried officer of the Institute and is responsible directly to the Vice-Chancellor.  He is the ex-officio Secretary of the Board of Management, the Academic Council and Planning and Monitoring Board.  He is appointed by the Board of Management on the recommendation of the Selection Committee.

FINANCE OFFICER

The Finance Officer is a whole time salaried officer of the Institute and is appointed by the Board of Management. He works under the direction of the Vice-Chancellor and is responsible for the preparation of annual budget, estimates and statements of accounts for submission to the Finance Committee and the Board of Management.  He is also responsible for the management of funds and investments of the Institute under the control of the Board of Management.  He is the ex-officio Secretary of the Finance Committee.

CONTROLLER OF EXAMINATIONS

The Controller of Examinations is responsible for the implementation of specific directions of the Board of Management, the Academic Council and the Vice Chancellor on the issue of examination and evaluation.

HEAD OF THE DEPARTMENTS

There is a Head of the Department for each of the Departments in the Institute and is appointed by the Vice Chancellor. He presides the meeting of the Board of Studies of his Department.

OTHER OFFICERS

Assistant and Deputy Registrars are the functional heads of different sections like administration, academics, estate, procurement, etc. and assist the Registrar in smooth functioning of the Institute.

CAMPUS

The Lakshmibai National Institute of Physical Education (LNIPE) campus is located in Shakti Nagar, on Race Course Road, at a distance of about one kilometer from Gwalior Railway Station. Gwalior is situated on the Agra-Mumbai national highway and is on the main North-South rail route, about 320 km from New Delhi.

The Institute campus covers an area of about 153 acres and is fully residential. The buildings of the Institute consist of Academic Block, Laboratories, Research Block, Auditorium & Administrative Block. A state of the art Library Building with all modern facilities is available in the Campus, for the use of Staff, Students, Researchers and others. It has seven Boys Hostels & four Girls Hostels; separate Mess for boys and girls, Health Centre, an Indoor Swimming Pool, an open Olympic size Swimming Pool, Indoor Cricket Pitch, two Indoor Gymnasium Complexes, Judo Hall, Table Tennis Hall, Weight Lifting & Weight Training Halls, Squash Rackets Complex, Synthetic Hockey Field, Synthetic Track, Air Conditioned Auditorium and Unique Multipurpose Hall for Badminton, Basketball and Volleyball. It also Houses a Climbing Wall, Shooting Range, Boxing Ring and Skating Rink. The Institute has several other well laid Play Fields for Outdoor Games and Sports. The Institute’s Library is stocked with Professional Books and Literature. It subscribes to several Professional and Research Journals/ Magazines/Periodicals and is undoubtedly the best of its kind in India. The Research Laboratories are also well equipped with Modern and Sophisticated Equipments to cater to the Scholarly needs of the students. The Institute also runs a UGC Academic Staff College to conduct orientation and refresher courses for in-service teachers from all over the country.

The campus has a sufficient number of Residential Quarters to house its Faculty, Officers, and other Employees. The Campus also has fully furnished Guest Houses, a Facility Centre, a Bank with ATM Facility and a Post Office.

UGC –  Human Resource Development Centre The Human Resource Development Centre was established in February 2000 and is funded by the University Grants Commission.  It is considered as one of the best HRDC (ASC) in India. As it has all the facilities i.e. Lodging, Boarding, Classroom, Office, Library, Conference hall & dining hall under one roof. It is situated just 2km away from railway station. The objectives of the Centre include organizing Orientation Programs of 28 days for new entrant teaching staff (Assistant Professor level), to organize Refresher course of 21 days for in-service teachers and to organize short term courses, seminars, workshops etc.  Refresher and Orientation programmes are mandatory for career development. Courses held in 2010-11 at ASC include Refresher Courses – 04, Orientation Courses – 02.  

OFF CAMPUS

The Institute has opened its North East off-campus at Guwahati (Assam) from the academic session 2009-10 with the approval of Government of India vide letter No. 2-10/2009 – ID dated 20.08.2009.  This Institute signed a Memorandum of Understanding (MOU)with the Government of Assam on 14.05.2010 for establishment of the Regional Centre.  The Government of Assam has provided 284679.17 Sq Mts of land and in-built infrastructure at Tepesia Sports complex, Sonapur, Guwahati to facilitate launching of academic programmes from the academic session 2008-2009.
